After the suspension of the Non-Cooperation Movement in 1922, the Congress split into the No-Changers (opposed council entry, favoured constructive work) led by C. Rajagopalachari, Rajendra Prasad, and Vallabhbhai Patel, and the Pro-Changers/Swarajists (favoured contesting council elections) led by C.R. Das and Motilal Nehru.
